PAARL Elections for Board of Directors 2025-2026

The Nominations and Elections Committee (NOMELEC) has announced the candidates for the upcoming PAARL 2025-2026 Board of Directors. The nominees are:

Olivia Aler (Chief Librarian, FEU-Alabang) fondly known as Leah, holds a Bachelor’s degree in Secondary Education with a major in Library Science from Centro Escolar University and a Master of Arts in Education in Library Science from National Teachers’ College. Currently, Leah is an active member of the American Library Association and has served in organizations like PAARL, PLAI, and the FEU Library Consortium.

Rainera Carrillo-Boholst (University Librarian at Cebu Institute of Technology University) is an accomplished professional in Library management and technology applications in libraries. With a Post Graduate Diploma in Library Management from BDI, Hague, and an MS in Library Science from the University of San Carlos, she is a recognized leader in the field, holding leadership roles in organizations such as ALBASA, PAARL, and PLAI. Her numerous awards include the 2023 PAARL Outstanding Academic/Research Library Award and CIT University’s Quality Champion Award, reflecting her dedication to advancing Library science through innovative research and exemplary service

Rudylin C. Dayanan is a dedicated college librarian at JH Cerilles State College in Zamboanga del Sur, with extensive experience across various library roles, including periodicals, high school, and engineering libraries. She holds a Master’s in Library and Information Science from Saint Columban College and a Bachelor’s degree from Mindanao State University. Passionate about advancing academic librarianship, she aims to foster collaboration, advocate for quality services, and promote professional growth for librarians in Region 9.

Simon V. De Leon serves as Readers’ Services Librarian at De La Salle University, where he leads the Information Literacy Committee and manages reference and user services, focusing on user-centered improvements. Previously, he worked with the Ayala Foundation, overseeing arts and culture projects and leading CSR initiatives, establishing library projects across the Philippines. He holds an MLIS from UP Diliman and is an experienced project manager, contributing regularly to professional conferences and Library management committees.

Raquel B. Lontoc is the Head Librarian for Reference & Information Services at the Miguel de Benavides Library, University of Santo Tomas, where she also serves on the Library Council and formerly led the Linkages and Research Committee. With an MLIS from UST and over a decade of experience in various Library roles, she has contributed significantly to professional development and Library research. She previously worked with Sycip, Gorres, Velayo & Co. (SGV & Co.) as an information specialist and eventually, as a human resources professional. Raquel is an active member of PAARL, PLAI, and USTLA, where she previously held officer positions

Jeojilyn G. Nabor, or Jiji, is a registered librarian and licensed teacher with extensive experience in librarianship and education. She holds a bachelor’s degree in Library Science, a master’s in Library and Information Science, and a Ph.D. in Educational Policy and Administration. Currently the University Librarian at the National University-Main Campus, she leads Library operations, overseeing new branch openings and transitions with a commitment to effective management and inspirational leadership

Rizalyn V. Janio, currently Head Librarian of the Information Services and Instruction Section at the University Library, UP Diliman, has served the Library since 2005 across various roles. She holds a Doctorate in Public Administration and an MLIS; her leadership has earned her recognitions, such as PAARL’s 2023 Outstanding Library Program of the Year and the UP Diliman Gawad Tsanselor Para sa Natatanging REPS in 2022. Active in research, she has led numerous digitization and preservation projects, advancing Library services and resources for academic and public benefit.

Guidelines for PAARL Elections

  • Eligibility and email Notification: An email containing the ballot link will be sent to active members’ registered email address in PAARL’s database. Members are encouraged to check and ensure that the information is correct and up to date to receive the ballot link.
  • Voting Instructions: Members may select up to 5 candidates from the 7 listed on the ballot. Ballots with more than 5 selections will be considered invalid.
  • Submission deadline: All completed ballots must be submitted by 06 December 2024 to allow for immediate canvassing. Late submissions will not be included in the vote count.

Dates to Remember

  • 20 November 2024 – Start of sending of electronic ballots to members
  • 06 December 2024 – Last day of voting
  • 12 December 2024 – Election of PAARL Executive Board 2025-2026

The incoming PAARL BOD will take their oath of office during the 2025 PAARL General Assembly. Details in the conduct of elections are in Section F in the Manual of Procedures.
